15、科。3、报警：紧急事故发生时，发现人应立即报警。（1）、向内部报警，简述：出事发点、事态状况、报警人姓名（2）、向外部报警，详细准确报告：出事地点、单位、电话、事态状况报警人姓名、单位、地址、电话。发生火灾时还要派人到主要路口迎接消防车。4、上报：紧急事故处理后，事故发生所在部门或项目部负责人应在24小时内填写应急准备和响应报告书，一式两份，自留一份，消防保卫事故、安全事故报安全设备科。六、具体的安全事故及环境紧急情况的应急准备与响应措施施工安全事故应急准备与响应措施：可能发生的安全事故有：高处坠落、触电事故、机械伤害以及坍塌事故等。1、高处作业发生高处坠落的应急预案重点做好施工现场的“外防护
16、、内封闭”各项防护设施的设置，加强“四口”、“五临边”的防护，并正确使用“三宝”。高处坠落可能造成的伤害：颅脑损、骨折等。当发生物体打击事件和有人高处坠落摔伤时，应注意保护摔伤及骨折部位避免因不正确的抬运使骨折错位造成二次伤害，并及时向工地负责人报告，拨打紧急电话“120”或送医院救治，送医院途中不要乱转病人的头部，应该将病人的头部略抬高一些，迷病人防止呕吐物吸入肺内。2、检修电器、使用电动机械、工具等发生的触电事故的应急预案本项目执行三级配电三级保护，各种机械设备必须做到“一机、一闸、一箱、一漏”做好用电防护。严禁乱拉乱搭电线及各种照明灯具，带电作业的机械设备专人负责制，经常检查施工用电设施
17、，及时处理事故隐患。（1）、有人触电时，抢救者首先要立即断开近处电源（拉闸、拔插头），如触电距离开关太远，用电工绝缘钳或干燥木柄铁锨、斧子等切断电线断开电源，或用绝缘物如木棍等不导电材料拉开触电者或挑开电线，使之脱离电源，切忌直接用手或金属材料及潮湿物件直接去拉电线和触电的人，以防止解救的人再次触电。（2）、触电人脱离电源后，如触电人神智清醒，但有些心慌、四肢麻木、全身无力；或者触电人在触电过程中曾一度昏迷，但已清醒过来，应使触电人安静休息，不要走动，严密观察，必要时送医院诊治。（3）、触电人已失去知觉，但心脏还在跳动，还有呼吸，应使触电人在空气清新的地方舒适，安静地平躺，解开妨碍呼吸的衣扣、
18、腰带，若天气寒冷要注意保持体温，并迅速请医生（或打120）到现场诊治。（4）、如果触电人已失去知觉，呼吸停止，但心脏还在跳动，尽快把他仰面方平进行人工呼吸。（5）、如果触电人呼吸和心脏跳动完全停止，应立即进行人工呼吸和心脏外按压急救。3、机械伤害事故的应急预案各种机械设备必须按规定配置齐全有效的各种安全保护装置，按要求办理验收证（必要时办理准用证）（1）、发生断手（足）、断指（趾）的严重情况时，现场要对伤口包扎止血、止痛、进行半握拳状的功能固定。将断手（足）、断指（趾）用消毒和清洁的敷料包好，切忌将断指（趾）浸入酒精等消毒液中，以防细胞变质。然后将包好的断手（足）、断指（趾）放在无泄漏的塑料袋
19、内，扎紧袋口，在袋周围放些冰块，速随伤者送医院抢救。（2）、发生撕裂伤时，必须及时对伤者进行抢救，采取止痛及其他对症措施；用生理盐水冲洗有伤部位后用消毒大纱布块、消毒棉花紧紧包扎，压迫止血；同时拨打120或者送医院进行治疗。4、坍塌事故的应急预案坍塌事故往往伤害人员多，后果严重，多为重大或特大人身伤亡事故，发生坍塌事故后，应立即报告安全科。（1）、基坑支护、模板工程发生的坍塌事故的应急措施 严格制定单项安全施工方案，并认真执行。对各种意外事故的发生应预先充分考虑，如跑水可能造成塌方，模板支撑系统失稳或早拆，造成塌方等。施工中必须做好监护工作，如发现边坡附逝上体裂纹掉土、模板支撑系统变形等有塌方
20、险情时，应停止作业。作业人员立即撤离危险地段，查明原因采取扑救措施后，再决定可否进行下方作业。 因塌方造成的人身事故后，应采取两个方面的措施，一方面立即扒挖，抢救伤员并密切注意伤员情况，防止二次受伤；另一方面对伤员上部的土体（模板、构件）采取临时支撑措施，防止因二次塌方伤及抢救者或加重事故后果。排险和抢救应由有经验的人指挥进行。（2）、脚手架坍塌事故的应急措施防止脚手架坍塌事故的主要方法是脚手架搭拆必须按审核、审批的单项施工方案进行，并加强日常检查维护，重点检查架体各种支撑及结构连接的受力情况。5、火灾、爆炸与爆燃事故发生的应急预案施工现场应根据施工作业条件制定消防措施，成立消防组织，并记录落
21、实效果，并按照不同作业条件，合理配备灭火器材，现场动火执行动火审批制度，设专人监护，当建筑施工高度超过30M时，配备有足够的消防水源和自救的用水量，每层设有水源接口。对易燃易爆等危险物品分库存放，设专职保管员；储存易燃易爆物的仓库必须严禁吸烟，严禁烟火，违者罚款；存放应分类、分堆，并标明名称。受太阳照射易燃易爆物品，不能露天存放；库存内外设置防火标志，仓库外要留出不少于3.5M宽的消防通道，并结合储存物品性质，设置相应消防器材。在项目部重大节日、大型或临时，提前做好节日保卫、防火、防爆的工作安排，并制定项目部领导值班表报公司安全设备科备案。安全保卫、防火工作重点部位由主管部门值班。门窗贴封条，

23、；楼层着火，上下控制，以上层控制为主；3）火势严重的应立即拨打119火警电话，报警时应说明；起火场所的详细地址，火势大小，着火物品，有无爆炸危险，是否有人被困，报警用的电话号码和报警人的姓名；4）派人到主要路口迎接消防车；5）尽快与上级部门及医疗部门取得联系，以便迅速、妥善地得到后续治疗。（2）、爆炸与爆燃爆炸与爆燃主要有：A.锅炉爆炸事故B.易燃易爆的液体燃爆；柴油、汽油、油漆、稀料、氧气、乙炔气、天然气。存放易燃易爆液（气）体的仓库或化学品的场所，要按国家规定配备隔爆设施；严格控制各类火源；配备好应有的灭火器材，专人负责管理，确保随时都能有效使用。6、防汛的应急预案在汛期及季节性气候来临之
24、前，做好防汛工作，防止险情扩大，使灾害损失减少到最低限度。具体措施为：（1）、现场人员发现隐患情况时立即上报项目部指挥小组。（2）、组织人员及时疏通下水道管线。（3）、及进落实生活区、宿舍的后勤保障工作。（4）、及时对施工现场塔吊、脚手架、模板等的检查和检修。（5）、及时对施工用电、各部位配电箱、现场高空照明灯及架空线路的检查、加固及抢修。（6）、如有紧急情况发生，立即拨打“120”急救电话或拨打“110”“119”救助，详细说明事故地点、严重程度，并派人到路口迎接。7、中毒应急预案（1）、根据作业场所大小和自然通风条件，设置足够的抽风，送风装置，排除毒气，供给作业人员新鲜空气，淡化作业场所有
