1、精选优质文档-倾情为你奉上湖镇镇开展“五一”节前安全生产大检查工作情况汇报 “五一”节将至为认真贯彻落实博府传201251文件精神消除安全生产隐患坚决遏制较大以上安全生产事故的发生营造良好的安全生产环境确保我镇安全生产形势的持续稳定镇委、镇政府于4月18日至4月30日在全镇范围内开展了2012年“五一”节前的安全生产大检查。现将主要检查情况汇报如下: 一、领导重视组织周密 为扎实做好这次安全生产大检查工作我镇领导高度重视 4月18日镇政府组织各有关职能部门召开“五一”节前安全生产大检查活动动员大会。会上赖文然副书记和李文聪委员先后传达了市、县安全生产工作会议精神并在会上作了动员部署要求认真组织
2、好大检查工作把工作落实到位重点是对危险化学品、道路交通、工程施工、特种设备、人员密集场所消防安全进行全面检查同时制定下发了湖镇镇开展“五一”节前安全生产大检查工作方案成立了工作领导小组明确了检查时间、内容、重点、方法和要求要求扎实抓好各项安全生产措施的落实做到任务明确、责任到人、各负其责、坚决防止较大事故的发生。这次检查共分为6个检查小组每小组由分管领导带队按照工作方案全面展开安全生产大检查工作。 二、组织实施防患未然 这次五一”节前安全生产大检查共出动检查人员59 人次车辆 17辆次检查各类企,事,业单位、“三小”场所共69家1 共排查隐患 45 处发出整改通知书 18 份。其中:非煤矿山1
3、家企业21家烟花爆竹1家商场3家网吧3 家建筑施工9宗煤气销售点14家学校4家幼儿园2家饭店2家。详细检查情况汇报如下: 1、企业、“三小”商场、职业危害等方面 出动检查人员共 25 人次车辆 5 辆次检查企业 21 家商场3 家批发部2家 烟花爆竹1 家、危险化品1 家。 安全生产、消防:重点检查仓库、车间、食堂、住宿对单位的安全检查记录、履行安全责任制度落实情况,有害作业场所有无挂设警示标志,作业工场是否通风布局是否合理有害作业与无害作业是否存在交叉作业的情况消防通道、员工防护、安全出口、制度完善、违章作业、消防器材检验、重点危险源管理等方面进行严格检查。 2、建筑、村道、桥梁、煤气销售点
4、 出动检查人员共5人次车辆 3辆次检查建筑工地 9宗煤气销售点 14家。重点检查建筑工人的防护、预防坍塌、高处坠落、加强施工现场脚手架搭设、临边洞口防护、施工用电、塔吊和施工电梯。液化气非法经营整治取缔情况和查处违法运输、经营液化气行为的情况。村道路面管理、桥梁基础情况。 3、学校、幼儿园、校车 出动检查人员 10人次车辆4辆次检查中学2家小学2家幼儿园3 家。检查学校安全教育课实施情况逃生通道、宿舍管理加强安全生产工作排查治理隐患防范事故等各方面检查。 4、自然灾害防范及水利安全方面 2 出动检查人员 5人次车辆 2 辆次检查水库 2 宗堤围2条重点检查重点做好干旱、洪涝、强风、高温、雷电、
5、连阴雨等自然灾害对安全生产造成影响的预报排查整治以及对生产经营场所的防雷设施设备进行检查检测的工作,河道违法采砂突出河段、采砂量大河段的整治和安全管理情况等有关安全隐患进行检查。 5、网吧、人员密集场所 出动检查人员共 3人次车辆 2辆次检查网吧3家重点检查消防安全责任制度是否落实的情况,疏散通道、疏散楼梯和安全出口的数量、宽度火灾事故应急照明的设置。 6、旅游安全 出动检查人员共 4人次车辆2 辆次检查旅游安全1宗重点检查容易发生火灾和可能造成群死群伤事故的公共娱乐场所、餐馆、摊点等设施和场所安全管理情况。查处非法从事旅游客运和车辆带“病”运营、超载运营、超时运营等危及游客安全违法行为的情况
6、。 7、道路交通 出动检查人员共18人次车辆6辆次检查学校校车5辆旅游车1辆违章车辆8次。检查车辆乱停乱放、无证驾驶、驾驶无牌无证车辆、闯红灯、超载、不按车道行驶等违法行为,严格查处超员、超速、违法超车、酒驾醉驾、疲劳驾驶、农用运输车和拖拉机载人、校车、旅游车、无证驾驶、驾驶报废和非法拼,组,装车上路行驶等严重交通违法行为。 三、存在安全隐患 3 1、企业方面: ,一,部分企业未按要求注册安全主任和配备安全生产管理人员。 ,二,危险化学品未按要求划分区域存放无建立健全危险化学品管理制度及档案。 ,三,叉车、锅炉等特种作业人员未持证上岗。 ,四,车间未按要求设置应急照明灯、安全出口和疏散指示标志
7、等消防设施部分灭火器材过期未年检。 ,五,车间作业人员未安要求佩戴劳动保护用品。 ,六,未制订各工种安全操作规程并张贴上墙。 ,七,车间窗门关闭不够通风。 2、建筑施工方面:工人未佩戴安全帽无防护网设施无安全生产宣传标识升降机安装不合格安全生产宣传横幅。 3、煤气方面:燃气销售点存放瓶数超标住宅、经营混合属“三合一”场所消防设备不齐全燃气存放点不符合要求存着较重安全隐患。 4、“三小”场所、商场方面:消防设施配置不齐全商场安全出口堵塞逃生通道不畅通逃生出口上锁消方栓堆放物品。 5、网吧方面:疏散通道窄小消防设施不全逃生通道窄小安全出口堵塞存在严重安全隐患。 6、水利安全:爆炸水库坝身单薄溢洪道
8、高程过高堤围堤身较单薄。 7、村道方面:缺防碰栏连塘村段农田路肩被冲空绝路边深度相差2-3米无防护拦。 四、下一步工作打算 4 一是严格要求各生产经营单位要按安全生产法的相关规定层层落实安全责任制度落实专人管理建立安全生产领导机构落实安全生产主体责任加强安全生产宣传培训学习。各职能部门对存在的安全生产隐患责令限期整改按期复查对未落实整改的企业责令停产停业整改,二是严格要求各企业按照消防法的相关规定划分逃生疏散通道消防配套设施演练消防安全管理制度建立完善消防安全管理档案,三是坚决整治企业安全管理混乱违章作业的行为,四是坚决杜绝有非法违法生产经营行为和无证无照经营行为,五是对长期未履行整改的企业要
9、依法查处严重的坚决给予关闭,六是村建部门要加强对建筑施工和煤气销售点的监管力度对建筑工程存有较大安全隐患的坚决责令停工整改对煤气销售点不具备条件的坚决责令停业整顿未办法整改的单位坚决依法关闭,七是加大村道路面管理做好村道路面清理工作保障村道畅通确保无事故发生,八是水利部门要加强对山塘水库的巡查及时掌握安全生产情况,九是加强校车旅游车货车的查处力度对有超载、违法超车、酒驾醉驾依法给予查处及时上报。 通过此次开展安全生产大检查进一步地落实安全生产管理主体责任加大了检查力度消除突出隐患有效防范和遏制了安全事故的发生确保了我镇社会经济持续发展和全镇人民生命财产安全。 湖镇镇人民政府 2010年4月26
