1、2022三农问题调查报告调查报告 三农问题的调查报告调查报告 广东三农问题的调查报告及其哲学分析前言：在经济比较发达的广东省，城市和农村的差异如何？都有那些农村问题？正是本文要阐述的的内容，本人利用寒假的时间回家和几位同学做了一个月的调查。现在整理出来和大家共享，并对其中的问题做一些哲学的分析。通过本次调查广东的三农问题有了肯定的了解，加上本人也是一个土生土长的农村孩子，因此能保证调查的真实性。希望本文能加深大家对广东三农问题的相识，以及了解如何用哲学学问来分析其中存在的问题！主体：一、背景和调查内容在“湛江海洋高校解决广东三农问题路径探讨课题组”的号召下，本人利用寒假的的时间，既XX年1月2
2、0到2月20日。在自己居住的广东省肇庆市莲塘镇和旁边的蛟塘镇绽开了关于农夫、农村、农业问题的调查。在此同时，湛江海洋高校在广东各地的学生也回到自己居住地做这样的调查。调查的内容主要是农夫的生活水平、税收以及各地方的政策实施状况。此次调查目的是：了解广东各地存在的三农问题，分析其解决的方法，总结一些阅历和建议，为省政府新政策的出台出谋献策！二、调查对象选择及其基本状况 此次调查的对象是全广东的农夫，而我负责的我莲塘阵和蛟塘镇的，这些农夫种田养殖为主，子女有的读书，有的外出打工，而其中的种养大户只是极少的一部分！三、调查的方法 利用抽样调查的方式，每个镇4个村委会，每个村委会7户人以上，做一分比较
3、具体的问卷调查。其中必需包括最大养殖户、最大种植户、最大打工户、最大砍柴户、最穷户等类型的。由于农夫绝大多数不会填表，我们同学三人就一个和他们闲聊，其他两人分别做填表和记录。最终三人一起整理表格。其中比价重要的一点的就是，要找他们本村的人带路到农户家中，可以是你的挚友，亲戚或者是他们他们村比较信任你的人都可以。这样可以大大减轻农户对我们的戒心，大大的提高了我们调查的牢靠程度！四、调查的基本数据莲塘镇 蛟塘镇125平方公里 万平方公里57万人 万人人均年收入2000-3000元 人均年收入1500-2000元工业园区少， 工业园区多出外经商，打工多 种养多基础设施好 基础设施较差交通相对不好 有
4、国道经过五、调查过程及探讨在调查的过程中，我们很讲究时间的统支配。早上利用政府办公的时间与他们协调问卷的事情，然后把问卷留下给政府的人填。了解了一些关于镇上的一些基本状况后，我们就起先着手调查村委和农户了。我们的资料来源不单是来自政府，还有通过亲戚，挚友，同学等方面了解全镇的状况。然后起先调查比较有代表性的4条村。这样我们的调查就比较全面的反映这里的农夫问题。当然，其中也发觉一些问题。有些农户说得不真实，我们就从他们的子女或接近的人去了解他们的真实状况。不过这次调查令我过程最深的在蛟塘镇洞口村的状况。这条村的人主要是种植和养鸡的，而且规模比其他村大许多，一般都有十多亩地的。所以常常回有许多菜和
5、鸡要拿到市场销售的，但这条村的地理位置很偏僻刚好是市界，最近的市场要到佛山的高超区。我到了那条村，每家人都向我埋怨交通不便利的。经了解，该村到市场的路是特别烂的石头路，凹凸不平的，摩托车也常常坏的，我坐车经过那条路的时候也是屁股也疼的！我问他们为什么不修路，他们说路早就说要修了，而且是他们村自己出钱，高超区的村不让他们修水泥路，说地方不是他们的所以不让他们修路！这修路可是好事情，但由于各地方政府的相互限制就发了这样不行思议的事情。经过那条路，我痛的只是屁股，而洞口村的村民，不单是屁股痛，还有那内心无奈的痛！六、解决“三农”问题的方法加强和巩固农业的基础地位，加大对农业的支持和爱护，切实维护农夫
6、的生存权和发展权；要加快县、乡、村三级机构改革和职能转变，精简机构和人员，改进管理，增加服务，降低费用，减轻农夫负担；要加快农产品流通体制改革，给农夫经营自主权；要加快政策调整和改革的步伐，促进经济增长，启动市场需求，推动农村经济的发展；加快户籍制度改革，推动城镇化进程，激励、支持农夫在非农领域实现就业，让农夫在耕地以外找到生存和发展的新空间。从农夫自身的角度谈谈如何增加农夫收入转变观念。树立市场经济观念，发展农业产业化经营；调整产品。要以市场为导向，发挥区域比较优势，调整农产率结构；依靠科技。要采纳先进技术，提高农产品质量，提高劳动生产率，提高产品竞争力；加工增值。要发展农产品深加工，增加农
7、产品的附加值；开拓市场。要主动开拓国际国内市场，拓宽农产品销售渠道；规模经营。要转变农业增长方式，走集约化道路，实行规模经营。七、哲学分析主次冲突辩证关系。在困难事物发展过程中，主次冲突相互依靠、相互联系、相互影响并在肯定条件下可以相互转化。这一原理要求我们在工作中要擅长抓住重点，集中力气解决主要冲突；同时又要处理好次要冲突。农夫收入增长缓慢既是新阶段面临的突出冲突，又是事关全局的重大问题，农夫增收问题是农业和农村工作的重中之重，同时又要统筹解决好扶贫开发、农村基层民主等一系列问题，这都是上述观点的详细体现。量变与质变辩证关系。任何事物的改变发展都是量变和质变的统一，不仅事物在数量上的增减能引
