3、林业是我国国民经济重要组成部分，是我国的一个基础产业。在我国的国民经济与社会发展过程中占有特别重要的地位，在产业经济发展和生态环境建设过程中起着重要的作用。近年来，随着我国社会主义市场经济体制的发展，森林资源的稀缺性与市场经济对我国林业产业的刚性需求冲突越来越突出，森林有效供应与日益增长的社会需求的冲突依旧突出，林业产业改革燃眉之急。因此我们应当加快林业产业化建设，调整林业产业结构，优化林业产业组织，以适应社会主义市场经济发展。 近年来，我国林业的发展取得辉煌的成就。目前正在由传统林业向现代林业过渡，实施林业产业化是实现林业现代化的重要途径。论文在相关理论的指导下，从林业产业结构、林业产业组织
4、形式等方面分析林业产业化发展面临的制约因素，并指出相应的改进措施。对林 业产业化的过渡具有重要的指导作用。 林业产业化是以提高和获得经济效益为根本目的，以森林资源为基础，立足于市场需求，依靠先进的科学技术水平，对林地主产区和林产品的主销区实行整体化布局，规模化生产，一体化经营，社会化服务和企业化管理，建立适应社会主义市场经济体制的生产经营体制，最终实现林业的自我积累，自我调整和自我完善。它是国民经济的重要组成部分。 论文立足于我国林情，从我国经济实际动身，借鉴国内外相关理论探讨和阅历，针对林业产业特点，全面分析了林业产业化发展过程中面临的的制约和影响因素。并对林业产业化的发展提出了切实可行的思
5、路和对策。为临沂市林业化的快速发展供应了理论指导。论文通过运用归纳分析等方法，进一步指出了林业产业化的有效实施须要各级政府和全社会的共同参加。首先，各级政府部门应立足市场需求，制定相应的政策，从制度上保障林业产业化的顺当实施；其次，全社会应正确全面的相识林业产业化的重要性和紧迫性，主动行动起来，投身到林业产业化发展的大潮中来；最终，林业各产业的龙头企业也应充分发挥辐射带动效应，主动进行企业改革，提高科技水平的应用和推广，提高林产品质量和产量、增加林产品市场竞争力，提高林业经济效益；推动林业产业化的发展。同时，对临沂市平邑县经济林林业产业化的发展进行了实地调查探讨，为地方实施林业产业化供应依据和
